Sam Wong began his career in business and finance roles, gaining experience across finance systems, process improvement, online trading operations and financial services before moving into management consulting. He subsequently joined Arthur Andersen, where he was involved in consulting and project management assignments.

In 2003, he joined EY as an Associate Director, leading consulting teams and working with industry partners and clients across a range of business transformation and management initiatives. In 2008, he was appointed Partner at Ernst & Young in Singapore. Over his tenure as Partner, he held progressively broader leadership responsibilities spanning practice building, client relationship management, sales and account management, project delivery and business management.

He led the Government and Public Sector practice in Singapore and subsequently expanded his responsibilities across the Asia-Pacific region, covering Japan, Korea, China, ASEAN, Australia and New Zealand. He also held regional account and sales leadership responsibilities across ASEAN, covering clients and opportunities in the Government, Technology, Energy and Consumer sectors. As part of his firm-wide responsibilities, he managed major strategic accounts, bringing together services across the firm, and was responsible for the P&L of the Business Consulting subdivision.

Before retiring from EY in 2026, Sam has originated and delivered consulting engagements for a range of government agencies, international development organisations including the World Bank, USAID and UKFCO, as well as major multinationals. These include leading projects in business modelling and business transformation; developing investment projects to enhance their bankability; translating business models into economic value assessments and financial models; and establishing governance frameworks to support the effective implementation and long-term sustainability of businesses. His work has involved helping clients assess commercial viability, strengthen financial sustainability and translate strategic objectives into practical implementation plans.

In addition to his professional responsibilities, Sam has contributed extensively to thought leadership on smart and future cities in ASEAN. He has written for The Business Times and contributed to EY publications, and has appeared as a panelist on radio talk shows discussing the financing of future smart cities. His selected publications include Paying for Smart Cities, Forging Ahead on Southeast Asia’s Digital Journey, Goodbye, Legacy Cities. Hello, Future Cityscape, Future Cities Planning: Resilience through Agility and Managing in Turbulent Times – The Adaptive Enterprise.

As part of his contribution to the business community and society, Sam has served as a Board Member of Maxwell Chambers Pte Ltd and Digital Capital Collective Ltd. He is also affiliated with the Singapore Institute of Directors, Institute of Singapore Chartered Accountants and the Australian Institute of Chartered Public Accountants, and regularly delivers guest lectures to MBA classes at the Singapore Institute of Management.

Sam graduated in 1996 with a Bachelor of Science in Accountancy from Nanyang Technological University, Singapore, and subsequently obtained a Master of Business Administration (Finance) from the University of Leicester, UK. He has also completed CFA Level 3.
