Committed to advancing urban development and upgrading vital water ecosystems through transformative solutions and strategic partnerships.  Previously served as a senior government leader in Singapore as the Chief Executive of the Public Utilities Board (National Water Agency) and currently leading the Singapore Water Association, a water industry caucus comprising over 400 industry members, as its President.


Prof Masayuki “Mac” Takahashi

Professor Masayuki “Mac” Takahashi is the leading authority on Deep Ocean Water developments around the world. Widely recognized as the “Father” of modern Deep Ocean Water development, Professor Masayuki has been the catalyst behind research and innovations that have transformed Deep Ocean Water resource into a game-changing driver for industry and economy. Professor Masayuki is Professor Emeritus of University of Tokyo and Kochi University, the Chairman of the Japan Science Society and the Japan Fisheries Resource Conservaton Association. He was the President of the Deep Ocean Water Applications Society between 2008 to 2019, and currently serves as Director.


Dr Soh Chee Seng (Finance Affairs)

Dr. Soh Chee Seng is Technical Consultant on Trade Finance Issues for the Association of Banks in Singapore (ABS) and Non-Exclusive External Trade Finance Adviser of a number of international banks in Asia Pacific. He is also member of the Advisory Board of Global Trade Corporation, a software design and implementation company. He has more than 25 years experience in trade finance operations with local and foreign banks in Singapore and Malaysia. He served as a member of the UCP600 Drafting Group commissioned by the ICC Banking Commission to revise UCP500 and member of the task force on international standard banking practice for documentary credits. Dr. Soh is also a member of the Panel of Experts, International Chambers of Commerce (ICC) Rules for Documentary Credit Dispute Resolution Expertise (DOCDEX). Dr. Soh also served as co-chair of the ABS Guidelines on Anti-Money Laundering and Countering the Financing of Terrorism.


Dr Huang Ping Yi

Deep Ocean Water Expert

Dr. Huang Pingyi is a researcher cum techno-entrepreneur in the Deep Ocean Water industry. As one of Professor Masayuki’s most prolific students in the industry, Dr. Huang has contributed immensely to the development of the Deep Ocean Water industry in Hualien and Taitung. Dr. Huang is currently researcher and deputy executive director at Tamkang University Center for Ocean and Underwater Technology Research, and board member of the Taiwan Society of Deep Ocean Water Resource Application. He is also the Chief Technology Officer of Tamsuo Aquatic Products Co. Ltd which utilises Deep Ocean Water for aquaculture and seafood applications.


Professor Anthony Paul Roskilly

Professor Roskilly is Professor of Energy Systems in the Department of Engineering, at Durham University and Director in the Durham Energy Institute. He was director of the Sir Joseph Swan Centre for Energy Research, Associate Director of the National Centre for Energy Systems Integration and an Associate Director of the Institute for Sustainability at Newcastle University. He has held a number of senior positions including Dean of Research for the Faculty of Science, Agriculture and Engineering, supporting and coordinating the research strategy and activity across 10 academic schools and 7 Research Centres and 2 Research Institutes.
