Mr. Teo graduated in 1986 with the bachelor degree in Marine Engineering from FHS Hamburg, Germany. He joined the Republic of Singapore Navy as a staff officer in the Naval Logistics Department after completing the balance of his National service. During his five years with the Navy, he was involved in several naval acquisition programmes. His last appointment was Head Marine Engineering Branch.

In 1992, he joined a local conglomerate as Business Development Manager. He was responsible for setting up businesses in Indonesia, People Republic of China and Singapore. During this period, he was involved in the joint venture agreements and development of a river port, a ductile cast iron pipe plant, a cement plant, and a palm oil refinery in China; a cement silo plant and ready-mixed concrete plants in Singapore as well as a granite quarry in Indonesia. His last appointment with the local conglomerate was General Manager of the Engineering Core Group overseeing a group of engineering and contracting companies.

From 2002 to 2014, he co-owned an engineering company servicing shipyards in Singapore and Batam, Indonesia. Seeing the need to go up the value chain in order to be ahead in the highly competitive marine market, he and his partners invested and developed a shipyard in Batam to service the then vibrant offshore market in 2007. The yard was able to differentiate from other competitors by offering quality product and on-time delivery. It successfully completed one jack-up piling barge, two jack-up accommodation platform barges, two self-discharging cement carriers, five transshipment crane barges and two anchor handling tugs. Its clientele was from Australia, Dubai, Indonesia, and Singapore. The company and its shipyard were acquired by a listed marine company in 2014.

In 2015, after serving his obligation for a year as Director, Yard Division of the listed marine company, he left to work as an independent consultant. He has been involved in LNG power plants-; renewable energy- and marine engineering projects.

During his career, he upgraded himself constantly and obtained the Master of Science (Industrial Engineering) from National University of Singapore and Master of Business Administration from University of Technology, Sydney.
